Main purposes of cooperation:

  • сreation of a joint Russian-Chinese Center for the Study of the Blue Arctic Economy;
  • combining the capabilities, resources and intellectual potential of the Parties for the development of research, technical and educational cooperation on the sustainable development of the Arctic territories and the maritime economy of the two countries, Russian-Chinese relations in the Arctic;
  • development of the Arctic Blue Economic Corridor and the Northern Sea Route, Russia's participation in the implementation of the «Belt and Road» Initiative;
  • joint implementation of research works in the framework of Russian and Chinese projects at various levels, including the preparation of joint reports on topical issues of Russian-Chinese cooperation in the Arctic for presentation to government authorities and expert communities of Russia, China and other countries;
  • coordination of academic events, such as joint international conferences, research seminars and other scientific, practical and educational activities on the Russian-Chinese Center for the Study of the Blue Arctic Economy in Russia, China and other countries;
  • coordination of staff mobility for the purpose of teaching, research and advanced training;
  • coordination of student mobility programs for the purpose of training and research in the formats of joint training programs, educational courses, summer and winter schools and programs of the Confucius Institute of Harbin University of Engineering;
  • development of educational programs and courses;
  • other activities that the Parties consider useful for the development of their educational and research programs.
